Why Does God Not Answer Prayers

If sin is the issue for unanswered prayers or hinders God from listening to or answering prayers, why did God answer Cain’s (a murderer) prayer? Why did He grant the demons’ request and listen to the prayer of Cornelius (the devout but unsaved Centurion)?
